However more often than not body materials rates and paint materials rates put on by shops are not paid by insurance companies. At the end of the day all these rates are ultimately arbitrary, at best they are a guesstimate of what is actually being used and what it actually costs, so when rates are not honored ultimately the burden of proof remains on the repair facility. Why should increased rates be paid? How is the insurer or the vehicle owner to know what the actual costs of materials used is?
